which smart phone OS (Android or ios4.3) is best to launch an OR app?

Here's the fluffy answer :)

Don't choose. Go HTML 5, support Android, iOS, Blackberry, Windows mobile, Palm and whatnot with the same application. Depending on how hard you need to integrate and on your requirements (off-line capabilities, ...), this is or isn't possible. But if it's possible, it will save you a lot of development time to reach the entire audience instead of just 1 third of the audience.

Not to mention you avoid the risk of snubbing the people using phones based on webOS (Palm Pre2 etc.).
